I am in the development stages of a site and I am using this code which is
copied straight from the site, however when the drop-down box appears,
there are no languages inside of it. Does my site have to be connected to a
server for this to work? (i am currently just working from the files on my
PC and have not uploaded it to a server yet.) Thanks!

<div id="google_translate_element"></div><script>
function googleTranslateElementInit() {
  new google.translate.TranslateElement({
    pageLanguage: 'en',
    includedLanguages:
'af,sq,ar,be,bg,ca,zh-CN,zh-TW,hr,cs,da,nl,en,eo,et,tl,fi,fr,gl,de,el,ht,iw,hi,hu,is,id,ga,it,ja,ko,lv,lt,mk,ms,mt,no,fa,pl,pt,ro,ru,sr,sk,sl,es,sw,sv,th,tr,uk,vi,cy,yi',
    layout: google.translate.TranslateElement.InlineLayout.HORIZONTAL
  }, 'google_translate_element');
}
</script><script
src="http://translate.google.com/translate_a/element.js?cb=googleTranslateElementInit";></script>
