One idea that I have is that this might be due to automatic 
geo-localization or IP localization.

One thing you could try is to download the free version of Hotspot Shield 
at: http://www.hotspotshield.com/

When launching it, this is will automatically generate a US located IP. You 
can then try to reinstall Chrome. It might automatically detect English US 
settings instead of interlingua.
