I had meant to post a link to the Wikipedia maps:

http://en.wikipedia.org/wiki/Wikipedia:Blank_maps#SVG_format

They have a "political regions" map that uses ISO 3166 codes for the
SVG shape representing the country.

e.g. for Europe, check out the source XML =
http://en.wikipedia.org/wiki/File:Location_European_nation_states.svg
