It mostly definitely "could" be used offline, though it might require some server-side capabilities behind the firewall as well.
Why not simply provide support for the Google Visualization API on a Google-provided appliance? It could still provide a source of revenue (if that's the concern) while enabling use in the great many applications that live behind the corporate firewall and cannot, for security, physical, or other reasons have an internet connection? I think it's time for this discussion to be elevated to product marketing/strategy for the enterprise applications group. The ideal situation would be an appliance that could host Google Apps, GSA, Google Visualization API, Wave, etc, in a modular fashion (e.g. you can customize the modules served up by your appliance(s)). These appliances could be clustered and installed in a corporate data center. It's not that hard to do, and would be the impetus for significant enterprise adoption of Google technologies. I aim to make this a major discussion point at Google IO this year.
