for France, you can draw with region or departments, because the  
ISO_3166-2 definition for france lists both levels :
http://en.wikipedia.org/wiki/ISO_3166-2:FR 
For Portugal i would need the "region" level but the ISO_3166-2 for this 
country lists only districts
