OK the ISO_3166-2 definition for France lists both levels, True.
But drawing a map with no data .... and choosing the options:


region: 'FR',

resolution: 'provinces', 

displayMode: 'regions',

by default will result in a map of France and 22 subdevisions ... how can 
you obtaion any other results?
