Set the tooltip.trigger option to "selection" to activate the tooltip only 
on selecting an element.  You can't spawn a different tooltip on hover, 
though.

If you are willing to custom code your own tooltip solution (there are 
javascript libraries that will help you with this), then you can use 
"select", "onmouseover", and "onmouseout" event handlers in your chart to 
spawn whatever tooltips you want, in both the selection and hover cases.
