Try this for your divs:

<div id="outer_chart_wrapper" style="width: 100%; height: 410px; left:0px; 
position:absolute; bottom:2%;">
    <div id="chart_div" style="width: 1000px; bottom:2%; position: 
relative; margin-left: auto; margin-right: auto;"></div>
</div>

that will center your div and you shouldn't have any mouse alignment 
problems.
