Unfortunately, the new AnnotationChart still only supports the same options as the old AnnotatedTimeline, which doesn't include support for the viewWindow, among other options. At best, you'd have to modify your data to include values such that the scales get set up as you want.
I'm planning to add support for several corechart options, but there are still some issues to work out before that can happen. I expect I can support the viewWindow option before the next release (not the one currently underway), so you can expect to see it in less than 2 months.
