The QUERY function in spreadsheets is a Sheets function and as such, is part of Google Docs. You may be thinking of the Query class<https://developers.google.com/chart/interactive/docs/queries>, which is indeed a part of Google Charts, however that only calls into the docs QUERY function, which is implemented on the server-side in Google Docs.
