This is arguable. Docs doesn't treat empty cells as empty strings, it treats them as nulls. As far as I can tell, this has always been the behavior. You can test for cells being null by changing your query to SELECT B, C WHERE D IS NULL, as per our Query Language Reference <https://developers.google.com/chart/interactive/docs/querylanguage#Where>.
