This isn't quite a bug. It's a feature that hasn't been implemented for the Material charts yet. There are lots of such features, including chartArea customization, legend: top/bottom, annotations, etc. Material Charts are in active development, so these features will come eventually, but maybe in a different form. I don't have any estimates for when any of these will be available.
