Your page is still failing to load for me now. As the stackoverflow page addresses, SVG does not use HTML's z-index, but simply layers elements based on the order of the elements. So you would have to insert your elements in the right place in the order. If you want to be on top of everything, it is easy to add to the end of the highest level in the SVG. But if you want your elements to be below the generated tooltips, then you will have to insert before the tooltips. We don't provide a standard way to do this, and whatever you do could end up being broken with future revisions of the library.
You might want to consider adding annotations instead.
