Hi Saraubh- I imagine you could use the "proxy for" property with operations to specify the physical users. There will be more support for that in the next version of the API. (And there's a bit of info in the protocol doc: http://code.google.com/apis/wave/extensions/robots/protocol.html)
We don't have a timeline for the public Wave launch.
