You can add more users to the domain later using the Apps domain
console, that is independent of Wave access. That question is just to
give us an idea of the size of your domain, to help us determine if we
can handle the load. Some domains are quite large.

Google Wave Preview & Wave-enabled domains share the same underlying
server instance, so waves can be shared across preview and domains.
