That gadget appears to embed a Wave URL, not an XML. If you use this
URL when inserting the gadget, it should work:
http://wave-lights-out.googlecode.com/svn/trunk/lights_out.xml

A gadget URL should point to a valid XML file, preferably with a
mime-type of text/xml. A good thing to do is test your XML URL in the
browser first to make sure it renders as XML. (Note: Chrome isn't the
best XML renderer. FF or IE better).
