GWT's i18n seems inextricably tied to GWT, so I don't see any reason to move
it out.  Most of the classes for the infrastructure have been placed in the
server package, and eventually Messages/etc will be as well (though
unfortunately it will be a breaking change for non-GWT generators since
annotations can't inherit from other annotations).
