I think the GWT team is already working on something like this,
calling it Declarative UI.  You might want to check out the Contrib
group and see if any real code has been produced.  Perhaps you can use
some of the stuff they've already done or help push that task forward
with some of your own code.  I'm not familiar with the Dojo Widgeting
stuff, but it sound pretty similar.
