I too use Eclipse + GWT Designer and find it a great pairing for building prototypes quickly, but also for building final applications.
I think the 80-90% estimate of understanding handwritten code is about right in my experience, which only proves to be a problem in certain situations, for example, when you define the positions of your GUI elements using constants. If you go back and move your elements using Designer (which is kind of what Designer is good for - layouts), goodbye constants!! I was also impressed that Designer displayed many of the panels and widgets that gwt-ext.com offers in the widget and panel sidebars (only if, of course, you choose to add gwt-ext to your project).
