No, it's just that the minimum varies depending on what you need.

For example, this is a GWT forum and therefore GAE isnot really part of "an
empty, blank project template when creating a new GWT project in Eclipse"

GWT works without any server-side code, so that too is not necessary for a
minimal GWT app.

A lot of people are using GWT 2.0 m2 as a learning environment, or even to
develop new apps, so the version is necessary.

There are lots of optional (and therefore not basic, I agree) extras like
GIN etc which you might consider a requirement.

I have a basic GWT 1.7.1 project I use (and also a 2.0 version). I'll add in
GAE and get back to you ASAP.
