Generally there are have two main technologies gwt & gae, exploring the technologies you will be able to make application to the similarity of Google. But if your goal is to expand Wave then you can use plug-in for Eclipse and offline design for a wave. Google will make the magic box for Wave developer, not immediately but will do. We have had such magical things as gwit & appengine)
