If that is indeed the question he is asking then no one but himself can answer it but perhaps he can come to an answer by asking himself the following:
Am I knowledgeable in HTML and CSS and am I comfortable hand crafting my markup? If he answers yes to this then perhaps he will prefer to use UiBinder or Desginer/UiBinder. If he answers no to this then perhaps he would prefer to use either Java or Designer/Java. But like I said, no one can really answer that question except for himself. We can only provide our opinions on what and why we prefer.
