Have you tried to delete Chrome and all its com.google.chrome.*.plist files in ~/Library/Preferences and then reinstall it along with the GWT plugin? Do you have any other plugins installed in Chrome? Does your console shows any error messages in the log files? Does it work with the stable version of chrome instead of the beta version? You could also globally check your file permissions using Mac OS hard drive utility.
