Hi Rahul, There's no way to programmatically create profiles. Is there a reason you need such a feature? Can you elaborate on your use case?
To answer your second question, the Health API supports a large subset of the CCR standard: http://code.google.com/apis/health/ccrg_reference.html You can send arbitrary messages within a notice, but only the supported CCR elements will be reconciled into a user's profile.
