I think I figured out a workaround for the daylight savings time problem in the US. At least it works for me...
The problem appears to be the three weeks prior to April 1st. That is the "new" daylight savings time period. As long as you don't put any recurring events in that 3 week period (make all entries individual) it appears to sync correctly. You can make recuring events on or after April 1, 2007. In no circumstances should you ever cross April 1st with a recurring appointment. As long as I did this, all my events show up correctly. I am syncing up 6 calendars between google and a Dell axim X50 pda. I don't sync with Outlook, so I can't speak to that. Hope this helps someone.
