these kind of problems, see other questions here, often are caused by
a bad CD.
That can happen because of a bad download (a halfway aborted download
will often still leave a file that at first view looks okay, but
isn't.
Another factor is that a Live_CD is more critical than a normal CD,
and it's important that the burn is perfect. So if you burn it, use
the lowest speed your burner (& software) supports.

And no, this isn't common, certainly not if you tried booting in safe
video mode, and you still have a lockup.
