You actually have to go and set permissions first in order to create a
user.  I just did it yesterday, and I am sure someone else can give
you a more descriptive answer.  I just searched around until I found
something that worked.  You have to give the root user permission to
create another user.  Hope this helps.  If you still cannot find it,
write me back and I will try to do it again.
