Kelton, there's another thread,

which explains how to solve the problem. Basically, you run
Authorizations to give yourself authority to change the system
configuration (as silly as that sounds!). If Authorizations appears to
crash or disappear when you run it, reboot and try again. I was able
to get a working Unlock button by doing this.
