I'm also in the same boat, trying to create another user. I just tried 
following this advice. But although it allowed me to change the UNIX password 
in the term, that had no effect on the user manager app. I was still unable to 
unlock the app so that I could edit users in it. What am I missing?

Yes I figured it out just run this command in term.   "sudo passwd"
This will allow you to set the root password in the term.
