If i dont want to buy it off a vendor, considering I am from India and
its not really available here either, can i still "legally" still
download it and use it for free? From what i read, its distributed
free of cost.

I will be installing it on this windows based Dell XPS1530 since I am
fed up of Windows already!
Need a format anyways :)
