Klipper isn't a permanent feature of KDE that must be included, just like the Gnome version which is called Glipper isn't. gOS simply chose not to install Glipper per default, but you can install it yourself with a few mouse-clicks.
Gnome has basic clip-boarding control built in, so it isn't that dependent on a clipboard manager, but as I said you can always install Glipper. That Klipper works badly with Gnome comes as no surprise, as Glipper probably works badly in KDE, there aren't two versions for nothing. Gnome and KDE differ substantially internally, there is not reason to believe they should work at all in the "wrong" environment, let alone perfectly. According to wikipedia: http://en.wikipedia.org/wiki/Clipboard_manager there are more options than Glipper, you can also install the java based "Advanced Clipboard Manager" ACM. A third alternative is the Gnome Clipboard manager, GCM, which homepage is here: http://gcm.sourceforge.net/ But that is not all by a long shot, google for "gnome clipboard manager", yourself and you get tens of thousands of hits.
