I'll explain in more detail.  The main difference between the older version and 
proposed new version is that we tried to better explain which websites the 
terms apply to and what they mean for users.  For example, we generally 
advocate the use of open licenses like creative commons and the MPL.  But some 
material on our websites is not created by us or contributors but instead we 
license the material (and unfortunately, this means it can't be used by others 
without permission from the licensor).  We tried to make this more clear in 
this version.

We also made the terms more precise by linking the specific privacy notice that 
explains data handling for websites and emails, linking the location where 
people can find more info. on DMCA reports, and highlighting that some websites 
have additional terms if account registration is required.

We need a few days to incorporate feedback before getting the proposed version 
live, hence the dates, but you can of course comment anytime next week or after 
that.  Just as with other legal and privacy documents, even after it becomes 
live, we continue to make clarifications based on questions and comments we 
receive by email, through github, and in this forum.  This is more of a 
starting point to make it a living document that is clear and helpful.
