Note that being an owner/peer doesn't require actively writing code for the relevant module. It just means having expertise knowledge about its code, and willingness to guide others that want to contribute. I.e. doing reviews and providing guidance and vision as needed.
So just because you're not planning on working on it for the 2.2 release doesn't necessarily mean that you have to step down as an owner or peer.
