The module system is not a straitjacket; Reps, for example, have
authority structures which do not use it. As long as things are clear
and documented, I don't think a diversity of authority structures in
different bits of the project is necessarily a bug. Regardless, you
should not see the existence of the module system as standing opposed to
the creation of the Council.
