Well, not really; I think that what is proposed for Thunderbird is that
the Council, as a group, replaces the Module Owner as a person. You
could think of the Council Chair as the current module owner, if you
liked. This is similar to the idea that the elected Reps council members
automatically become peers of the Reps module.

Anyway, as the person who oversees the Module system day-to-day, I'm
saying that the Thunderbird people should keep going with their
governance plan, and that it should not be argued that the existence of
the Module system is a barrier to implementing it.
