Volunteers can indeed post to blogs but it's not immediately obvious how to 
give them access.

The Mozilla blog network uses our LDAP system as a sort of central pool of 
pre-vouched users but a user still needs to be granted access to a specific 
blog (not everyone has access to every blog). But apart from LDAP, it's also 
possible to add a "local user" to a blog without them having an LDAP account. 

If you're a logged-in blog administrator, go to Users > Add New and enter the 
new user's email address. It will first search the LDAP system for that user, 
but if it doesn't find a match in LDAP you'll then be prompted to add a local 
user instead. There's no indication of this until you try it, so you kind of 
have to force it to fail before you can add a local user. Not the smoothest 
user experience, to be sure.

It's not possible for new users to register themselves and only blog admins can 
add/remove/edit users. If you're not an admin and want to add a new user to a 
particular blog (or request access for yourself) you can file a bug under Other 
Products > Websites > blog.mozilla.org. 

We might ask for someone else to vouch for the new user. After all, posting to 
an official Mozilla blog is essentially speaking on behalf of Mozilla so we do 
need to keep an eye on who has access to what.
