Reps portal uses OpenStreetMap. I believe before we had the user editable fields you had to select a location on a map (though my memory could be failing me on this). I have a memory of people complaining about it turning up as Albania, but I couldn't find anything in my email history to confirm that memory. It's possible that OpenStreetMap used to get this wrong, and these Reps haven't updated their location since the portal was updated to allow you to input the location yourself.
