No, it's delegating the problem to a competent body that has a specific and detailed process for maintaining the information; that has tight coordination with the United Nations; and that has representation from the community that is authoritative on the matter (i.e., member states).
It would be an act of hubris befitting of Phaethon to think that Mozilla would be able to step into that role without hitting catastrophic political land-mines.
