In a word, no, we haven't settled on a design. The relevant issue is still open:

I personally lean toward adopting the SCILHS procedure ontology. We plan to 
integrate it into HERON in our next release. (cross your fingers)

Did we ever settle on a design for the ICD9 Procedures and CPT Procedures?

The HCPCS hierarchy on the UTHSCSA tree on babel looks pretty good, using the 
AUI’s consistent with the ICD9 diagnosis. And I’m inclined to adopt that one 
for the CPT hierarchy.

I’m not finding an equivalent ICD9 Procedures that use the AUI.  Does anyone 
know if one exists?
