In reviewing the Feb 29 data characterization results from our test data
(ticket:486#comment:1) today, Russ, Nathan, Mike and I acknowledged this
outstanding problem...

... and did some brainstorming:
DC: maybe prune the encounter table to things ref'd from the other tables?
RW: pruning encounters would counter the goal of running the SCILHS code
as-is...
I don't see any particular next step in our notes, so I guess I'll take
the ball for now.
