Yes, that NAACCR_ETL is current. To confirm: when I follow the tumor_reg 
directory link, I see: Latest commit bd95aac 
<https://github.com/kumc-bmi/heron/commit/bd95aacad60c68c985ea3a6bb71d6235aea00c19>
 on May 5.

As to NAACCR version, I just summarized our discussions in 
#185:<https://informatics.gpcnetwork.org/trac/Project/ticket/185>
There are no known dependencies on any particular version of the NAACCR
