When I download the data only as CSV, it seems to work. As they're simple 2 an 
3 column tables, I hope that's not too much of an inconvenience.

That's a pain that SQL export doesn't work. I don't know why not. Oh... we're 
evidently not the first to encounter this problem;

KUMC folks: I’m trying to use the babel SQL IDE to download the structure and 
data for who.topo, t_item, tcode and t_section, as mentioned below, but the

The loading scripts also rely on tables such as who.topo; you can get these 
who.X tables from the ​babel SQL 
IDE<redir.aspx?REF=4_S1Q6AoDNwtUOxCEk9ttsCNfVRk-bcwUkpnbeDo4zhntljn4cHTCAFodHRwczovL2JhYmVsLmdwY25ldHdvcmsub3JnL2RiLWlkZS8.>.

Likewise, you can get the t_item, t_code_, and t_section tables from babel 
under the NAACCR schema:
