#626: UTHSCSA needs static IP address for SHRINE

A dynamic IP address was setup for incoming SHRINE requests on the
production UTHSCSA spoke, so therefore, the hub could not connect to the
UTHSCSA spoke.
This is the latest details I've gotten from UTHSCA's network
administrator.
"The IP address of snowshrine.uthscsa.edu, is going change. It will
become 129.111.23.172 for both inbound and snowshrine originated traffic."
An nmap scan on 8/8/17 indicates that traffic on port 6443 is still being
filtered for UTSCSA incoming traffic. Incoming traffic from UTSCSA to UW
Health is fine on the prod hub.
