A handful of GPC sites have been engaged by Northwestern’s Bernie Black to 
participate in his PCORI funding submission for the ED Avoidance study. He has 
proposed that we share the SSDMF data and hashing algorithm with other state 
data partners such as the WHIO<https://whio.org/> and Wisconsin DHS to broaden 
morbidity outcomes data capture for the state of Wisconsin.

Contractually, are we okay to share the encrypted SSDMF files along with the KU 
hashing algorithm with our Wisconsin data partners? It would be more cost 
effective to have the other orgs do their own hashing and matching vs. MCW 
receiving identified SSN lists from these orgs. For the latter we would have to 
execute additional DSAs.

Please advise on the feasibility of this proposal.
