The former is not true - generic SQL expertise is far more plentyful and 
readily available than MSSQL specific expertise, and especially with high 
level expertise the air becomes thinner around MSSQL.

The latter comes closer to the truth - the bundling and MS integration is what 
attracts the moths to the light - in that case the moths being inexperienced 
database application developers

There is absolutely nothing you cannot do with PostgreSQL  that you can do 
with MSSQL,  and there is plenty you can do a lot more elegant and efficient 
woth PostgreSQL, and there are some important issues (like user defined data 
types, inheritance) that are simply not doable in MSSQL
