Tim, I am not sure we are that far apart.
 
We are both concerned to establish a realistic way for the archetype concept to work effectively. What I am saying - badly I guess - is that it was an initial aim of this whole project to enable an individual's record to move between different openEHR compliant systems seamlessly with the medical context and meaning preserved overtime.
 
I can't see how this objective can be met - and it is at the core of the reason for openEHR to be adopted - unless there is a publicly enunciated and appropriate mechanism that regulates the quality and the upgradability of archetypes while preserving backwards compatibility etc. How closely or loosely this needs to be managed for success of the whole project to succeed is a key issue. I understand you want the minimum governance possible - but some management and control will be needed - how and what to be determined.
 
Where would the internet be without an effective IETF and W3C? I see all this a similar challenge which will need pretty wise heads to sort out.
 
All the other issues regarding (c) etc are subsidiary to having a comprehensive working set of archetypes although clearly the ownership of the IP needs to be in the public domain and seen as a public good I would believe. Just important to also have a trustworthy set of archetypes as well. Balancing all this off will be the trick.
