At least it is a bit more concise and punchy than the wishy washy stuff that usually comes out of govt bodies. I am not entirely clear what is meant by "web services" vs the current setup - does this mean HTTP based comunication - ie real time, 5 transaction authentication of packets vs asynchronous UDP as in current E mail? What are the implications for state govts that have already signed up to contracts with providers such as Healthlink? Will some bureaucrats be resisting so they are not seen to have sold their mastrers an expensive white elephant?
