Wrong strategy. You'll never get government business that way.

Tell them you'll do it for thrice that price, but you'll throw in couple of 
fancy meetings at fancy venues with fancy sandwiches for relevant public 
functionaries, and impress them with a generous 15% government discount, and

you might be in business.

If they don't bite, keep doubling the price until you raise their interest. 
They are not interested in spending peanuts, nobody gets impressed by that.
