Based on past experiences of myself and others, the key for getting clinicians 
to conferences
is lots and lots of notice: 4-5 months at the least. Even if you announce the 
date before the location.
Long weekends are good.
Even then, a lot of people who you want aren't going to be there, so IMHO I 
would
aggressively pursue online technologies: stream a video feed from the 
conference floor,
the chair should have a laptop running an IRC session to read real-time comments
from online attendees, who should be registered and pay a (discounted) fee.

The video should then be placed on a public archive, see example:
