no, charity status would be for all income bulk billed to "appropriate" card holders, regardless of charging whatever you desire to those without the relevant governmental paperwork defining "hardship"
the issue of agreeing to provide charity to "the poor" is quite separate from choosing to offer cart blanche macmedical rates to all comers
